Shelter overcrowding in Monterey County isn’t caused by just one problem. It’s rising housing costs, unexpected life crises, limited access to spay and neuter, and too many animals with nowhere to go.

Hitchcock Road Animal Services (HRAS) is Monterey County’s only Government-funded animal shelter. They serve most of Monterey County, including Salinas, Carmel by the Sea, Pebble Beach, Carmel Valley, Big Sur. Every stray, injured, or surrendered pet from these areas, is accepted—no exceptions. In 2025 alone, they took in over 4,200 animals, all with limited resources and staff.

That’s where Friends of Hitchcock Road Animal Services (FoHRAS) steps in.

FoHRAS funds critical medical care, expands spay and neuter access, reduces adoption and retention fees, and strengthens shelter operations—reducing overcrowding and giving animals a real second chance.
